A decade earlier it may have seemed that an Asia of sovereign countries- held together only by membership of the United Nations and by the international monetary arrangements created at Bretton Woods, each following the principle of the 'open door' in its foreign relations- would be enough to satisfy American political and economic interests.
It was there that the Geneva settlement failed to meet American strategic needs and for that reason would eventually break down. In Vietnam, it is true, a line had been drawn at the 17th parallel which could not be violated directly without a full-scale military invasion. But the situation was somewhat different from that prevailing in Germany or (after 1953) in Korea. The partition of Germany had been accompanied by a military occupation, with Soviet troops remaining in the eastern zone, British and American troops in the western zones.
But some Vietnamese Communist leaders resented the decision especially deeply, even though they remained silent.
